Well, the usual 4 square newspaper style manga are probably the shortest.
Like Azu-manga and Lucky Star.

there really isnt a shortest cuz there are several with only 1 chapeter and 0 epsidoes (such as 1/3 no Kareshi) though they are rarely popular enough to be noticed on wide scale
plus the chapters of such manga may be a slight bit longer than in a normal one (40-70 pages instead of the usual roughly 20-30)

The shortest I've read was 4 volumes.
Meru Puri and kon was the shortest. Both 4 volumes.
