In my opinion there is no Manga that would make me "shit my pants", not even if I were "younger".
But I know some scary Mangas, like: Doubt! or Meisou Kuiki... or well... how about Tokko? This one was really scary... these zombies and carnibals *wuah* makes me shiver.. -.- It reminded me of Claymore, kind of...
Ludwig Kakumei was kind of scary too sometimes xD or Mana, for example.
Vitamin was kinda scary too.. I mean those strange girls that mobbed her all the time... but Life is worse.. It's still ongoing.. I hate Anzai and her damn boyfriend...

may be elfen lied but its usually brutal bloody gorey manga but some people find it scary
if i was a bit younger i would get scared too
and basilisk but its not that scary- doesnt mean its suitable for kids under 15 though
school mermaid- it is kind of scary
shamo- dont know what other people think but it is dark
i never read much horror mangas so these are the only ones i know

Berserk, Parasyte and MPD Psycho and Violence Jack pretty much goes to the top though IMO.
But in terms of extreme paranoia and spine-chilling fuel, there's nothing better than Fuan No Tane.
