The scariest characters in naruto are the ones who are no longer humans, they are big freaking tentacle monsters DISGUISED as humans!
i mean, imagining talking to orochimaru or kakuzu and knowing the are actually a giant snake and alot of tentacles with humans skins to conceal it. Tsunade is scary because if you meet her, you would probably get turned on by her, but still you know she is a 60 year old lady.
