In a sign of growing concern in Prime Minister Binyamin Netanyahu's government over US President Barack Obama's Middle East policies, Minister-without-Portfolio Yossi Peled proposed Israeli sanctions on the US in a letter to cabinet ministers on Sunday.

In the 11-page letter, obtained by The Jerusalem Post from a minister on Monday, Peled recommends steps Israel can take to compensate for the shift in American policy, which he believes has become hostile to Israel.

"Obama's ascendance represents a turning point in America's approach to the region, especially to Israel," he wrote in the letter. "The new administration believes that in order to fight terror, guarantee stability and withdraw from Iraq, a new diplomatic slant is needed involving drastic steps to pacify the Muslim world and the adoption of a more balanced approach to Israel, including intensive pressure to stop building in settlements, remove outposts and advance the formation of a Palestinian state."

Peled added that faced with an American government with an activist agenda that does not mesh with Israel's, traditional reactions are no longer relevant. He said he expected that Obama would eventually realize that appeasement and dialogue with countries that support terror would not have positive results.

But in the interim, the minister suggests reconsidering military and civilian purchases from the US, selling sensitive equipment that the Washington opposes distributing internationally, and allowing other countries that compete with the US to get involved with the peace process and be given a foothold for their military forces and intelligence agencies.

Peled said that shifting military acquisition to America's competition would make Israel less dependent on the US. For instance, he suggested buying planes from the France-based Airbus firm instead of the American Boeing.



In what may be his most controversial suggestion, Peled recommends intervening in American congressional races to weaken Obama and asking American Jewish donors not to contribute to Democratic congressional candidates. He predicted that this would result in Democratic candidates pressuring Obama to become more pro-Israel.

Peled called for the formation of a new body intended to influence American public opinion. The groups he suggests courting include Hispanic Americans and Labor unions in industries that benefit from Israeli military acquisitions.

A former OC Northern Command, Peled is considered part of the left flank of the Likud that includes ministers Dan Meridor and Michael Eitan. Unlike Environment Minister Gilad Erdan, he does not have a history of openly criticizing American policies and unlike Finance Minister Yuval Steinitz, he does not have personal ties to the Republican Party.

Peled told the Post on Monday that he still hoped common ground could be found with the Obama administration, but just in case that did not happen, Israel must be ready.

"We must make every effort to maintain our relationship with the US and I respect Obama, but Israel has its own interests and we have to know what our alternatives are," Peled said. "I don't think what I suggest is vengeful. I just think that even a superpower must behave like a partner."

Peled personally gave the letter to Netanyahu at Sunday's cabinet meeting and urged him to take it seriously. But a source close to the prime minister reacted to it with scorn and stressed that none of Peled's suggestions would be implemented.

"The government's goal is to cooperate with the US," an official in the Prime Minister's Office said. "Jerusalem and Washington have a special relationship and we expect that relationship to continue to be strong, intimate and cooperative."

Shoshana Bryen, the senior director for security policy at the Jewish Institute for National Security Affairs in Washington, said she could understand Peled's perspective but worried about its consequences.

"If what he's doing is expressing the frustration that after being a good friend and ally, as Israel has been, he feels like Israel is being stepped on, then he's right," she said, adding that it was appropriate to make America aware of those feelings.

But she warned that such expressions could "take on a life of their own," and that some of Peled's policy prescriptions could be less than helpful for the Jewish state.

For instance, while Bryen said it made sense for Israel to diversify its military sales partners in any case, relationships with European and Russian companies and countries were likely to be subject to some of the same issues.

In addition, she noted, America might not be pleased.

"If you take on a big country when you're a small country, you have to be very, very cognizant of the ways a big country can respond," she said.

The State Department did not immediately respond to a request for comment on Peled's letter.

But Democratic political activists in Washington dismissed out of hand Peled's suggestions, saying that such an approach would have little chance of influencing Congress's posture on Israel.

"It shows Yossi Peled is terribly uninformed about US politics," said National Jewish Democratic Council Executive Director Ira Forman. "He doesn't understand the politics of the American Jewish community. He doesn't understand the politics of the Democratic party."

Forman argued that Republicans had long tried to use the issue of Israel to peel Jews away from the Democratic Party with limited success, as the constituency continued to vote overwhelmingly Democrat.

He predicted that such efforts, if attempted, would neither shift congressional support away from Obama nor boomerang to hurt Israel's backing on Capitol Hill.

"Any such efforts would be so quixotic, would be so insignificant, would be so non-workable that I don't think it would have an impact either way," he said.

But other Jewish leaders were concerned that Peled's recommendations might create negative repercussions.

"Just as it is inadvisable and inappropriate for the United States government to interfere in the domestic political affairs of the State of Israel, it is totally wrong-headed and dangerous for the Government of Israel to attempt to inject itself into American electoral politics," said William Daroff, director of the United Jewish Communities' Washington office.

"I have no doubt that Prime Minister Netanyahu did not know in advance about this proposal, and that he would reject it as outlandish."


Well, here's the article. Nothing too controversial.Especially whenever you consider America has been putting penalties on Israel for many years: limiting foreign aid and military loans in response to increase settlements in Westbank. Then again, I agree with the penalties and think that all aid and interactions whatsoever should halt until Israel shows some initiative.

This being said the Israeli people never trusted Obama. During the elections I found a poll that showed most Israelites would’ve liked to see Hillary Clinton in office. McCain came in second, followed by every other candidate with Obama in last.

Then again I doubt that the Israeli’s really knew much about his politics when presented with the poll. I’m guessing they saw his name and thought, “Muslim,” and I’m sure uttering that word leaves a bitter taste on their tongue. Not because Islam is bad, but because their expose to Islam has been largely negative.

Israel should do what's best. Obama has been heavily criticizing them. If I were Israel I would put a strong and hard stamp on Obama with his pacifism to the Muslim world and openly condemning Israel in the midst of the Arabs yet praising them when he is in Israel. If anything Israel needs nuclear weapons to defend themselves from the greedy Palestinians and wicket terrorists and Arab nations that condemn them so much.

I don't think they are acting spoiled, I think they are playing smart. Obama is a hypocritical lier. In Israel he made speeches supporting them, buttering them up, basically saying he was loyal to Israel. Then when Obama goes to Egypt he makes a speech condemning Israel, praising the Arab nations, and acting like the Arabs are victims of US tyranny and making America look bad. Obama says what people want to hear, and it's smart that Israel is talking about putting sanctions on the US. Obama is used to people not reacting to what he says, and it's nice to see that a country is going to hold him accountable for what he says. I highly doubt these sanctions will be basses as the Likud do not have a majority in the Knesset. But it's good to see Israel stepping up for themselves. If I were them I would obtain nuclear weapons to use against Iran and any other nation that might call for their destruction. And speaking of the holocaust... today at the Holocaust Memorial in Washington D.C. there was a shooting done by an anti-Semitic white supremacist. I just wish there could be peace, but sadly that peace is probably not going to come by Israel acting soft and catering to the Palestinians and the Arab league... that has never worked in the past.

there will never be peace in the middle east i am afraid i think obama is doing something different by saying where no your enemy etc to the Muslim population and playing the cool card but it doesn't matter it's up to Israel and the Arab world and since there is such a difference in politics and religion that will never happen. Also as far as i am conceded the USA needs to stay out of foreign affairs in the middle east let them handle there own problem on there own since they have been fighting before the USA even came in to power etc. I am more worried about north Korea since they do pose a threat to the world.

I agree about North Korea. I REALLY think that needs to be the focal point of national security right now. South Korea, Japan, and the US are at jeopardy with North Korea right now and they need to be stopped. However, I do think there can be peace in the Middle East, but I am not sure it can come through talks or negotiations. In the past Israel has talked and negotiated land away... and that only led to breeding terrorists that call for more land and for the destruction of Israel. I think if Israel had nuclear weapons the Arab world would just shut up and leave them alone. Right now I think the Arab nations are using the whole Israel-Palestine conflict as a puppet to try and get at Israel and attack them without actually engaging with them militarily. Peace can come, but I really really don't think it will happen through negotiations. Even if the Israel-Palestine conflict is resolved, the Arab nations will just pick at something else. When I say this I am not talking about Arabs as a people group though, I am talking about the Arab nations and their governments.

Yep there will never be peace unless America stops its relentless support for Israel. Israel obtaining nukes will only make the arab countries around them want it as well. How come Israel is able to obtain nukes but not any other arab country? Is Israel getting inspected by the IAEA and are they complying? I hope these sanctions ruin the Israel and USA relations good riddance I say and the hell with them. The more we support organized terror the more hypocritical we look. Maybe once we finally break away from them then we can finally allow the UN to punish them for their acts against palestine. Israel has always stepped up for themselves thats why they ignore every international law and what we say about settlements. These spoil kids are just mad because daddy has said some words to them and now they feel as if they cant get away with anything anymore. Yea we know there were shootings at the holocaust memorial but what does that have to do with arabs they are waay in the middle east? There is hate crimes everywhere lets stop acting is if Jews have it the worse around the world because quite frankly it is getting pretty annoying and wearing thin. We don't give Israel relentless support, and that's evident seeing how Obama trashes them when he is around Arab leaders. If Israel had nukes the Arab nations wouldn't be so blunt and aggressive calling for their destruction. Israel would use them to defend herself. The reason why Arab nations shouldn't have any is because many of them call for the destruction of Israel. Iran is seeking nuclear weapons as we speak and they vow to use them against Israel. If other Arab nations had nukes they would use them against Israel too unprovoked. many of those nations want Israel gone for mainly two reasons. 1) they don't like a non-Arab nation in the Middle East. 2) They are terrorists who believe Islam teaches them to destroy Jews, they see Jews in Israel living in an Islamic holy area. The Arab world uses the Palestinians as pawns to get at Israel and make them look bad. They fund terrorism against the United States, Israel, and the Western World (not all Arab nations, but some do). America doesn't support terrorism, in fact we are over there right now to stop the spread of terrorism and bring peace. In Iraq there is mainly Sunni/Shi'ite terrorist attacks. In Pakistan there are Taliban terrorist attacks aimed and gaining control of the country and their nuclear weapons. Sudan funds terrorism for an ethnic cleansing in Darfur. many of the nations in that region fund terrorism, and may support terrorist organizations bent on attacking Israel like Hezbolah and Hamas. I think America needs to show stronger support for Israel and insist that the Arab nations shut their mouths. They shouldn't be allowed to get away with funding terrorism and spouting out racist garbage against Israel (mainly from the mouth of Ahmedinejad and Hamas leaders). Personally, I think Israel should just take the West Bank as theirs. The Palestinians can go to Jordan, or they can integrate into Israel and flourish like other Arabs who have done that. The Palestinians have no right to the land of Israel they were given Jordan and should be content with that. Gaza belongs to Israel and so does the West Bank. It's sad to see how some of their government members are spineless and allow those areas to be succeeded to terrorist governments. A prime example being Gaza overrun with Hamas when Israel gave them the right to form their own government. The only ones who are spoiled are the Palestinian terrorists. They beg to have their own government, and they get it. The beg for land, and they get it. The beg for aid, and they get it. In return they decide to launch rockets into the one who gave them that, to teach that the ones who gave them what they want are oppressive and evil. In response they aren't satisfied, and now they call for all of the land and for a Jewish genocide. Palestinians are very spoiled, and the international community treats them like a bunch of poor victims at the hands of evil Zionist Israel. When in reality it is Israel who is the victim of the Islamic Arabian terrorists and their puppet called Palestine. Israel isn't using the holocaust as an excuse, in fact when Israel was created Europe used it as an excuse to prevent Israel from having a nation in Europe. They used the holocaust as an excuse to put them in the Middle East.

What are you talking about? One man made a proposal to redirect Israel’s expenditures so that the nation is less dependent on America. You know what you’re reminding me of? Those bitter republicans looking for –ANYTHING- to criticize Obama, so desperate to make him out to be something he’s not that they throw shit at the fan over anything that has any remote potential for controversy. America has an obligation to all of America’s allies. Why should Obama extend his hand to the nations that spread lies and slanders against us, that discriminate against women, still sentence homosexuals to death for loving each other, practice FGM, and have no interest in peace with America? Just trying to mend our relationship is fine, but not if that means withdrawing our hand from a lasting ally. The UK is a much more worthy of American aggression than Israel. Would you also advocate turning our back on them in favor of the Irish terrorists?

I think it’s funny that nations all around the world penalize America, but the instant Israel considers doing something much more mild they’re “going crybaby and screaming holocaust like spoiled children.” Have you ever looked at international tariffs and noticed that America gets the shaft from pretty much everyone?

Israel already has nukes, and the Arabs wanted them long before Israel attained them.

If other Arab nations had nukes they would use them against Israel too unprovoked. many of those nations want Israel gone for mainly two reasons. 1) they don't like a non-Arab nation in the Middle East. 2) They are terrorists who believe Islam teaches them to destroy Jews, they see Jews in Israel living in an Islamic holy area. The Arab world uses the Palestinians as pawns to get at Israel and make them look bad. They fund terrorism against the United States, Israel, and the Western World (not all Arab nations, but some do). America doesn't support terrorism, in fact we are over there right now to stop the spread of terrorism and bring peace. In Iraq there is mainly Sunni/Shi'ite terrorist attacks. In Pakistan there are Taliban terrorist attacks aimed and gaining control of the country and their nuclear weapons. Sudan funds terrorism for an ethnic cleansing in Darfur. many of the nations in that region fund terrorism, and may support terrorist organizations bent on attacking Israel like Hezbolah and Hamas. I think America needs to show stronger support for Israel and insist that the Arab nations shut their mouths. They shouldn't be allowed to get away with funding terrorism and spouting out racist garbage against Israel (mainly from the mouth of Ahmedinejad and Hamas leaders). Personally, I think Israel should just take the West Bank as theirs. The Palestinians can go to Jordan, or they can integrate into Israel and flourish like other Arabs who have done that. The Palestinians have no right to the land of Israel they were given Jordan and should be content with that. Gaza belongs to Israel and so does the West Bank. It's sad to see how some of their government members are spineless and allow those areas to be succeeded to terrorist governments. A prime example being Gaza overrun with Hamas when Israel gave them the right to form their own government. The only ones who are spoiled are the Palestinian terrorists. They beg to have their own government, and they get it. The beg for land, and they get it. The beg for aid, and they get it. In return they decide to launch rockets into the one who gave them that, to teach that the ones who gave them what they want are oppressive and evil. In response they aren't satisfied, and now they call for all of the land and for a Jewish genocide. Palestinians are very spoiled, and the international community treats them like a bunch of poor victims at the hands of evil Zionist Israel. When in reality it is Israel who is the victim of the Islamic Arabian terrorists and their puppet called Palestine. Israel isn't using the holocaust as an excuse, in fact when Israel was created Europe used it as an excuse to prevent Israel from having a nation in Europe. They used the holocaust as an excuse to put them in the Middle East.

Lol I am not angry nor offended at all now to respond to your Obama comment lol is he really thrashing Israel and if so how? By saying the US doesnt support settlement bashing is very mild criticism at best as he did not at all address the slaughter Israel laid among the Palestinians in the latest war. Now regarding nukes it still looks too unfair to say only that nation can have nukes in the region and nobody else can. That shows they can only be the ones who is the super power and judging by the way Israel uses all types of chemical weapons and explosives on the Palestinians who wouldnt want to obtain a nuke to rival that? Israel has done more killing to the arabs then the extremists could ever imagine doing to them. They displaced, maimed people and getting a green light to continue their onslaught. Lol Hitler would be estatic if he could be like Israel. Imagine killing jews and not being criticized for it all. Just simply state it is for the defence of your country or you been through some horrid past experiance therefore you are justified. Now regarding Iran as the new threat etc etc I am going to be real vague. While we can continue to be brainwashed by our media into another war like they did with Iraq I refuse to. You see I go by the IEIA and if they say they seen no nukes then thats what I am going to believe. If they gave Iran surprise visits and still no nukes then I go with that. If our own CIA says Iran isnt developing nukes then well I have no reason to listen to some angry war mongering neo con who keeps saying it on my television screen. I also dont believe in the "wipe Israel off the map quote" as I read many articles from farsi speakers who stated that was never said rather it was "Erase zionism from the pages of history" as I stated similar like the US wanting to get rid of communisim but not nuking Russia off the map. If you also notice it is Israel slowing wiping Palestine off the map not the other way around. Now as far as Hezbollah and Hamas I dont agree with their methods but groups form from oppression. When people get tired of the way others treat them they formed a resistance similar to the way the Jews did during the holocaust. Aint nobody going to live in shit while the world watches and ignores they will fight back using any method as possible. I am sorry but I dont call organizations terrorist for trying to get rid of the occupier. I also dont think occupiers are victims as they are the ones controlling the land and can allow in and out what they want. No way in the world anyone can prove me Israels case after seeing how the Palestinians daily life is vs the Israeli daily life. I mention the Holocaust a lot because we in America are spoon fed this from the day we enter school and it is embedded in our brains that everytime we see a jew show sympathy because they been through the holocaust as if they were the only people suffering around this world. But this sympathy can only go soo far if these zionist continue to be hypocrities and treat people equal to or worst then hitler.

Israel is a lucky country. To get all her crimes vetoed by the USA, to get billions of dollars a year from the tax payer, to get weapons from the USA and use them at will man thats amazing support. To make sure all the mainstream media is pro Israel, to have AIPAC as "coincidentally" to be one of the most powerfull and influential lobbies in our country, to have organizations like ADL silence critics of Israel in this country man thats a hefty privilege.
