Let me educate you a bit on how the animating process works.
No professional animation ever actually draws all 31680 frames. First of all, each drawing lasts through 2 frames rather than 1. This is probably only noticeable if you go through frame by frame very slowly. Secondly, there are various shortcuts that animators use to make the job easier. Many times they will only animate a small part of a character, like a mouth, while the rest remains still (sometimes characters barely move at all). If a character is doing a repeated action, then they could just reuse the animation for doing the action once. Moreover, it's only ever the characters that are getting animated, rather than the entire frame as a whole. The backgrounds are done separately and added in during the editing process (and they don't move either).
You mentioned 22 minute shows but forgot to say how opening/ending themes and previews account for usually slightly over 3 minutes.
And as for distorting effects like the dough faces, those actually make the video seem less realistic. It would easily be possible to use proper anatomy and still get the same desired emphasis from the shot. The blurring effects that you mentioned are only necessary because they don't have enough frames and they make the animation unclear.
Conclusion: The animators get more than enough chances to make decent art, but sometimes (quite often in Naruto) decide not to do so.

You never have made an animated movie have you. I can tell well I have help out a few projects and you have no idea what you are talking about, it show. So until you make one for yourself shut your pie hole and give respect to those who do whether you like their work or not!

Are you implying that your method of animation in your projects is identical to that of professional animators ?

He didn't even mention variable frame rates.
During low motion scenes, most anime will switch from 29.97 down to 23.96 FPS or lower.

Besides that, this isn't really about "HAHAHA the people drawing this are crap", this is about the frames looking funny when you single them out.
