Okay....this is a simple effect to make and it looks good! Let's begin!

Note: This tutorial is for ONLY the beam feature, and is designed for gimp use

1.Open up a photo or something XD

2. Begin with click the paths tool....its the 8th tool from the top

3.Click somewhere to begin the swirls, the click another time, but drag it kind of so it makes a swirl, continue doing so..

4.Now that you have ur "swirls" you need to get the neon color, first, make a new layer (transparent) , then make ur foreground color the neon beam u want...then click "Stroke Path" then when a box pops up, click "Stroke Line" and click "Solid Pattern"

5.Okay they made the swirls whatever color u chose, now to make it neon! ^^

6.Go to "Filters">"Alpha to Logo">"Neon"

7. A box will pop up, make the effect size 30, make the background black for best results and easy to see, and glow color the neon beam color you want.

8.Whoah! Everything went black...with the neon swirls showing up! Yay! Now go to layers tab, right click on the black layer (usually called Background #1) then click delete

9.Okay, its not beams until u make it look like its actually wrapping around the person, to do that, click eraser tool, select neon tubes in ur layers tab, then erase what you need to, then select neon glow and erase what u need to

10.Ta-Da! You're done!

oh lol its okay, I had some trouble too and well lemme try to explain better.....otherwise u have to search a how-to video on youtube

Basically in #4, you have the neon "swirls" without the color and glow yet, so you need to add it. First, you go to the Layers tab at the top of Gimp (like where the files to save n stuff are XD) and click new layer, it usually sets the layer as transparent already for you so click ok and nothing will happen to the image, just that i got a new layer....its kinda like putting an invisible veil on it XD then in the toolbox , you see the black and while boxes? well the black one is foreground color and the white one is background, we dotn have to do anything with the background color in this effect, just change the foreground color to the neon beam color you want and then stroke path underneath the two boxes (make sure after u make the swirls using the path tool, you dont click a different tool or something, otherwise the paths will be lost and u have to restart) then when u click stroke path, pops up saying alot of stuff XD select stroke line and click solid pattern....and then path swirls you made will be filled with whatever foreground color you chose, then just follow steps 5-10!
