But truly dumb, possibly even subnormal. ---- Excel from Excel saga might be a runner up, but she's also a comic character and batshit insane. hard to judge. The Original OVA version of Mihoshi (Tenchi Muyo) was more of a ditz and an incompetent than truly dumb. (later iterations she, like all TM characters, became a charicature of herself) And the two girls from Fushugi Yuugi made me want to tear my hair out with their collective idiocy. but they couldn't really be called 'dumb' they just misused the brains they had. actually now that I think of it only my first choice is really the 'dumbest girl in anime' - note the question was NOT most annoying or most scatterbrained or biggest f$#%#$-up. so...
