Flay, on the other hand, was not really interested in Kira, only making him fight for her revenge, and willing to literally whore herself out to him to do so. I wouldn't say Shirley was "clueless", as Lelouch actually did care for her (although perhaps not with the same depth). He simply felt she was safer at a distance (and he was correct). Frankly, I think Shirley gets a bad rap. The same as many a "ordinary" character among a cast of extraordinary characters.
