No, this is not true. That BBC article is exceedingly out of date, MSN would never make such a maneuver as it would deal a great blow to their stocks, there is a near infinite number of possible user-names out there so that is just silly, MSN could not track sent e-mails and their contents to know if the message had been sent without incurring the wrath of various civil rights groups for invading privacy, and typically if someone with such bad spelling and grammar abilities makes such claims it is unlikely.

It is your basic non-sense chain e-letter. Delete it and forget it.

That message is fake. Anything that ask you to send, copy & paste, or forward the message is considered as "Chain Mails", so please do not believe it.
