Spliting the membership is better in terms of being able to see how many of us want to watch (and pay for) anime, drama or both.
If you only watched/liked either anime or drama would you want your money going towards licencing the other as well, or being directed only at the one you want. (I'm assuming that's why you'd split like this, make it turn profit in its own right rather than leach off the other part of the business)
Also I'm guessing those of us not from the US also don't want the drama membership (as all region locked) and don't want to be paying for the service (we don't get) out of our anime membership.
If this means renegociating licence terms, making more available in more regions would be a good start, would be able to judge demand a lot better, and obviously more people would get the membership.

Drama membership... is the star going to be different? it sucks that you have to pay for both anime and drama if you want to watch both. Oh well, none of my concern, I don't even watch drama. But this is good news for all of the drama fans out there. ^^
