Extra budget with 'message' may be outlined soon: Hatoyama

Prime Minister Yukio Hatoyama told union leaders on Wednesday morning that his government will outline a second supplementary budget soon that would include measures with a message. ‘‘We want to compile a budget, a supplementary budget, that really has a message,’’ Hatoyama said at a meeting with Nobuaki Koga, chairman of the Japanese Trade Union Confederation, the nation’s largest labor union association, better known as Rengo.

‘‘We can show some of it in several days,’’ Hatoyama was quoted as saying by the Rengo leader during the meeting in Tokyo. Koga asked the prime minister to implement large-scale fiscal spending, he told reporters after the meeting. ‘‘I told him that the situation is very severe toward the end of the year and the beginning of the new year because of deflation and the stronger yen. So the government should implement bold, active fiscal spending to avoid being too little, too late.’‘
