If you consider a "true"simulcast a simulcast of the first feed that airs in any prefecture of Japan, then it is not.a "true" simulcast. However, if the Japanese want us to wait until a show airs in the Kanto region on the Tokyo airwaves before they will allow Crunchyroll to stream the legal feed, that is their right, and I will abide by it. I am not getting too greedy to see a show illegally when a legal stream is being made available same week, even if Tokyo (aka Kanto region) is not getting to see the anime first. In the case of Durarara, the Kansai region (Osaka and Kobe) gets to see it first before Tokyo does. I find the Tokyo simulcast acceptable-- I'm seeing the show same week of first airing at the very least. Your mileage may vary.

Omamori Himari is an anime airing on a group of UHF Japanese TV independent "over the air" terrestrial broadcast stations. Crunchyroll's stream is timed to start after the show airs on Tokyo MX TV (an independent station that exclusively serves Tokyo). The independent station that serves Chiba prefecture-- Chiba TV-- is airing Omamori Himari first-- so the show has aired in Chiba prefecture, but not in the rest of Japan yet.
