Well, I do not consider it a failure :] You see, I am a guy who hates watching fansubs...

What does fan subs have to so with it? I also not a fan of subs all together. SO I watch my anime raw or dubbed.

Anyhow I can think of a few anime that has been dubbed or has never even been subbed that are based in some American town, or some time in America's history.

Geez...

Crunchyroll is actually the only website where I watch anime. I do not want to... Well... I am not a thief. Of course, I understand that 50% of those who watch fansubs would buy the DVDs if they had a chance, but STILL - I am unable to enjoy watching those unlicensed copies.

I saw no more than 90 series

What is your opinion on anime made in the 80's or so that never did get a chance to be dubbed...
Anime that will never be licensed and so will not ever be seen unless one seeks out other means in finding them. What Is your opinion on that?

There's no such thing as satisfactory answer to your question, I am afraid. At least, I am unable to give you one at the moment. The only reason I do not watch unlicensed copies (they are not pirate copies, in most cases, for - roughly speaking - 80% of anime is not licensed) is the feeling of guilt that bothers me each and every time I watch a fansub.

Kimagure Orange Road OVA (set in Hawaii)
You're Under Arrest No Mercy (? I don't remember.)
Eden of the East Movie 1: The King of Eden (New York)

Baccano, Chrono Crusade, Red Garden, and Gunsmith Cats also came to mind but have been mentioned already.

Talking about Japanese cartoons, that is based in America "That means characters live in America"

Wile I agree with the concept that all cartoons no matter where there from is anime, I am going with just Japanese anime who characters or stories are placed in America.
