Would Code Geass count. I mean it's more British than anything and it take place in Area 11/Japan, but it's slightly based on American/British/Canadian history. Sorry, I don't know much about US history considering from where I am.
Umm... I can't really think of anymore that haven't been mention so I'll just leave it at that.

Was about to say Hellsing and Monster but thats Europe...

The only one I can remember was in america is
Shaman King (think over half of the anime was in america)
Still do know of some that have visited USA

That said I have not seen any anime knowing it starts in america or bases the story in america
At least not to my knowledge, on my list most happen in Asia, in different universe(/ planet) and some in Europe.
Although Chrno Crusade is said here to be set in america, I don't remember
I recall a park with some famous structures... and what happens there

I can't say for what I have not seen

On a side note:
Cartoons are not anime, but anime is everything animated
