So for pretty much the entire anime we've been seeing things from the pirate's view point. Because they're pirates, they believe the marines are the devil incarnate, so we think they are too. But I've been wondering, who is really the wrongdoers. I know there're good pirates, but being a pirate technically is breaking the law, which deserves a punishment.
However, the marines the administrators of Justice, could be rather corrupt and cruel. In the first episodes the head marine of a base made his soldiers build a statue of him. Especially after seeing the tortures administered in impel down, it brings me to this question:
Who are the bad guys?

You know what that is a great question. It's debatable, but Marines are tyrants, and there types of pirates, there are good pirates who sail the grandline for adventure, fun, excitement and there are bad ones who want to take over the world and kill people and rob. But marines aren't saint either.

wat i really want to see by the end of the series is luffy and his crew changing the world government to be a peaceful and tolerant governing body. then they wud only catch bad pirates while letting the good ones sail free for adventure

in our point the strawhats are the good guys but in a way the marines are. the only reason why the strawhats bounty went up is because they were messing with the marines. crocodile- shichibukai and cp9-government agency.other than advancing through the east blue, thats all. the marines arent just gonna let that stuff go so they have to be able to do something

I think the point this manga is trying to convey is that the world is gray.
There is no definite white or black.
I know this sounds negative, but this world is tainted.
You can not generalize a group / organization to be good or bad.
Being the good guy or bad guy is really dependent on the person himself.
For example, you might be a good guy, but that doesn't mean all your friends are good guys too.
Some cops are really nice, and some are just mean... or some were just in a bad mood.
Some teachers are nice, and some just don't care.

The bad guys are those Fishbowl wearing Nobles as far as I can see.
gave a little cheer when Luffy decked that one in the Human Shop.
Those guys are pure scum and all the mysteries of the Ancient Text and Lost Histories are pointing towards those guys being the ones to blame.
