I belive the world goverment are the bad guys, just look at what they did to Ohara when they found out to much about the phoneglyphs and got closer to discover what happend in the void century

There are 2 answers for this... in One Piece some pirates can be evil and bad but some can be good ones like Luffy's Pirate! and some other Pirates! like boa's. ^^
I think the Marine are bad if you think of the point when u think about Luffy..but if u think of the point of the bad pirates Marines are doing what they are supposed to do.

i think that both are, but that is subjective to who we are talking about on both sides. For example: Teach is clearly evil, but Law is not. Akainu is evil, but Garp is not. It depends on the individual.
