There is no need for love in procreation. Most marriages throughout the history of that region have been loveless. They don't need to communicate. In fact, culturally, married couples are not expected to communicate with each other.

In addition, the government is not telling anybody to do anything, they have the choice of either paying up or of having children, and, since the latter is now made the more attractive option, they will voluntarily do it. No one is pointing a gun in their head and telling them to have babies. Humbug! If this is not done, how else will they have sex out of their own free will?

Companies give money to simply write it off in their taxes, is it not safe to assume the typical, pragmatic Japanese will do the same?

That's not the paradox, try again. And this time, put some original thoughts and feelings into it if you can. Otherwise your own humanity will be a lost cause.
