Its not as if Crunchyroll is doing the censoring, after all - its being done by the production studios in Japan (or sometimes by international license holders) for broadcast. Crunchyroll streams what the rights holders upload. So the question is, why the rights holder decided to upload that version?

For a simulcast, there is likely to be little choice - there is often not very much time between finishing an episode and the time it goes to air. Getting the uncensored cut finalized in time for a simulcast would often be impractical.

It seems that many but not all rights holders have been treating a Crunchyroll stream like a broadcast even when using older material. Or they may think that they get the most royalties if there are no Crunchyroll members who are age-blocked.

MediaBlasters, as an international licensor, might be looking at the market for subs as mostly killed off by bootleg subs, and may be using the sub stream in hopes of selling the hybrid release for those who actually prefer dubs. If that is their strategy, they may think the uncensored sub will attract more attention to their fan-service bonanza, and so sell more DVDs.

(1) Why? If one anime maker wants their show to be available for streaming by the largest number of viewers possible, and another anime maker thinks that its interests are best served by uploading uncensored shows ... they made the shows. If the decision they make is a "mistake", its their right to make that mistake.

(2) Since the largest number of shows uploaded are the broadcast cuts, and therefore censored, imposing "you all have to do the same thing" is the same as forbidding any uncensored shows at all. I don't want that.
