Stalking only causes fear , which i think if you(a guy) likes a girl and stalks her and that girl found out , she will avoid you even more.
Well , don't stalk. Confront her , which i think is the best thing to do , rather than doing something that involves the other person's privacy.

it depends on what you mean, if its like facebook stalking or he/she stares at you in classes to see what your doing thats harmless,
now a friend of mine had a problem with a guy where hed drive by her house everyday and when she went to hang out with another guy he through a brick through his window, < this one isnt okay and id get a restraining order and call the police
