@twobucksjr, thanks for your informative solution to a problem no one seems to be able to fix. I did exactly what you described, and I can download again seamlessly without the choppiness. Thanks again. I will inform BasouKazuma that your answer fixed my problem. He was trying to help me but all his suggestions failed to fix the problem. Thanks again.

I have no problems with watching videos with Charter, but I was using the OpenDNS DNS server. I had numerous problems with Charter's one, but after switching to OpenDNS, my connection works great. Another alternative DNS server is Google Public DNS. The addresses for them are as follows:

OpenDNS:
208.67.222.222
208.67.220.220

Google Public DNS:
8.8.8.8
8.8.4.4

The difference between the two is that OpenDNS also provides content filtering and redirects incorrectly-entered addresses.

Charter customer here, still having problems. I attempted the fix on page 1, ran into 'cannot save as' problems, then tried editing it as you instructed on page 2 by running notepad as admin; still cannot edit the hosts file. (note: I am the only user, and I have it set to alert anytime something tries to change system files)

It's been 3 weeks since I've started logging error reports, while I would love to work through this, this is beginning to be not worth the hassle for a subscription.

The only difference I've noticed otherwise is my 'hosts' file has only these lines before the servers:
# Start of entries inserted by Spybot - Search & Destroy
# This list is Copyright 2000-2008 Safer Networking Limited

Changing your DNS is the easiest way to resolve the problem so please follow the instructions in the guide linked below:

I have been using "63.84.95.101 cp71915.edgefcs.net" in my hosts file whenever i have been having a problem with the streaming video. After I'm done watching things for the day i would remove it from my hosts file until the next time I had problems. However nothing has seemed to change at all since i first started having to put "63.84.95.101 cp71915.edgefcs.net" in my hosts file. I realize I could most likely fix this issue by switching my DNS provider, however I don't think that should be necessary to fix a problem.

Is there a way to resolve this issue without changing my DNS provider?
Is this a problem with charters DNS servers? If so, are they pointing to the wrong server to stream from or what is happening?

Thanks to the people in this thread for the advice. Charter customer in MN here who hadn't been able to load videos for the last three weeks, and the edit to the hosts file worked perfectly!
