Would that be someone who watches anime and reads manga?
Someone who uses Japanese words when they talk?
Someone who has a overly positive idea of the country?
Someone who wants to draw manga?

Actually I don't think too much of the word Weeaboo on my own, most of the time when I use it or think of it is when I'm in a forum.

Personally I don't have anything against them nor think that being Otaku makes you one ( I myself sometimes on my last, last job sometimes gave Otaku nicknames to some of my co-workers, discussed and recommended video games,manga and anime to some of them, etc.)

But it's true that the Japan from anime and the one from real life are not Carbon-copies

So I think that a Weeaboo is when you think of all of Japan only based on anime, manga and video games
