Elfen Lied: Lucy mainly because in my opinion nothing is "prettier", "Hotter", and "attractive" in general then a serious, determined, and/or mature person
However I'd give Rin (Fate/Stay Night) Saber (Fate/Stay Series) and Retsu Unohana (bleach) close runner's up.
