In the specific case of Lucky Star, I believe quite a number of those asterisked-out words are references to other anime/manga/intellectual property not owned by the company that owns Lucky Star-- seems to be a legal or copyright sort of issue, and not obscenities. I've the official guidebook in Japanese for the series as well, and even in that book, references to other properties are partially blanked out (equivalent to Gu_dam, or Init_-D, Pani Po_ and so on).

Having seen Lucky Star on DVD before CR even had it, I can verify it is the same. As is typically the case with library titles, CR has the uncensored DVD version. The "censorship" of those words in this case was part of the script.

I suspect it is similar to the way you'll rarely see brand names on devices in anime, but instead, it will display a "Somy" badge instead of "Sony".

I didn't see it on CR although I was planning to because it is banned from my country for some reason. But I watched it on another site and the censored parts didn't seem to make any sense at all. I suppose I will have to hope it doesn't happen too many times and when it does, just guess from context what it means.
