Well, I for one would love to be a mangaka. It probably won't happen, but it's possible. But you would have to be fluent in Japanese and be a good drawer, but above that, you need a really good plot.
You'd defiantly have to work your way up though...

I think it's possible, at least from a writing standpoint. Drawing manga might be a tad difficult, but still possible.

Anyone who has the ability to draw, a story to tell, and the drive to get the funds to do it...
whether Asian, African, European or otherwise can become a mangaka.
If they don't have a story but they can draw, having someone to corroborate on a story helps.
I believe all types of "art" are able to be created by anyone. Books, Music, Manga, you name it.
Do some do it better than others? FOR SURE. That's not to say not to try, though.
