I use ANN a lot. Both their encyclopedia and season previews of new shows. Though mostly I just try to find a trailer or plot description that interests me. I know what I like and don't like so it's fairly easy. I look for:

1. What genre it is, though I'd watch most any genre and aren't too picky. I generally try to avoid the magical girl genre, pedo bait series, long running shounen titles, and sometimes comedy unless I'm in the mood for it.
2. A general sense of the story
3. Character designs. I generally am more interested in watching a series if the designs are more realistic or anime norm rather that stuff with giant moe eyes or chibi-tised characters, but if the story sounds good it could override that.
4. If it's by an animation studio I really like (Madhouse, Kyoto animation, Production IG, Bones) which are generally guaranteed to produce good work.
5. Sometimes I watch a series based on who composed the music.

My mood plays a role too. depends on what kind of genre or demograph i feel like watching. (ex. one day i would be looking for a gory pshycological thriller and the next day, a fluffy, sweet, funny, slice of life.)

first...

The genre... i laways love romantic comedy, slice of life(sometimes), psychological, mystery(much like detective conan), drama(i always love to watch tearjerker animes like clannad)...

then, i read the plot on wikipedia or myanimelist... then if it's something unique... bizarre?? or rather interesting plot then i go for it....

and sometimes i refer to anime studios like JC staff if they have new anime releases....

Anime magazines, friends, website reviews, wallpaper that looks cool XD, randomly picking with my eyes clothes XD, adult swim, I don't really have one exact way to pick them I have watched anime that everyone knows and anime no one even knew existed so I go by different things.

Well it used to be recommendations and such but now I just go to an anime site, normally myanimelist.net, and search for the genres I'm looking for

Oh, and definately the art. The story has to be phenominal to have bad art

The question is what influences me to watch an anime? Pictures wouldn't be enough to influence me to watch an anime but it's usually the first step into checking it out. Another is an anime ratings and review site from a handful of okay websites.

Before watching any anime though I make it a rule to check it's reviews. If it's difficult to find any favorable responses (meaning almost every site says it's a dud) then I almost pretty much don't delve into it any further. Though if there's even a single character synopsis or plot that interests me I give it the benefit of the doubt and latch onto any favorable ratings and reviews.

Though too many good anime I've come across don't even have a hight rating but usually still have excellent reviews.

I'm a sucker also for ecchi. They don't have to be deep but must be funny and amuse the head on my neck even in a minor way.
