I doubt so.. Japanese schools tend to be much more stricter than school in the US(well almost every country)
if they get in trouble for walking into a classroom with shoes imagine what would happen if they walk in with cosplay?

Definitely not. For one, japanese schools are far stricter than western ones. It's not just about learning facts and knowledge, but learning how to respect one's teacher and lifestyle. Also, people who regularly watch anime are branded as losers in the majority of japanese schools, and cosplaying from anime is basically a death sentence.

Whoever said stated kids could cosplay instead of wearing uniforms has obviously never once been to Japan or tried to understand its culture. They're very strict on such things.

Absolutely not! Unless you went to an International school, the rules ARE strict and MEANT to be followed. :/ Boys get into trouble if they have hair longer than their shoulders or something XD

Japan =/= animeland. Education is taken very seriously in Japan, and I doubt that they would undermine it by allowing something like that. Part of the whole point of school uniforms is to minimize distractions, and cosplay at school would be very distracting.
That said, there are a lot of schools in Japan, and I'm sure they don't all follow the same sets of rules and guidelines. Could there be a couple of schools that allow that? Maybe, I don't know. I can't speak for every school. It's possible. I'm just saying that I would be very surprised.
