I think Hiashi does have a heart, and while he does have a bit of a cold personality I feel he's starting the understand people better. Whether he will accept Hinata as his successor or not remains to be seen though.

I think he has a heart but it just wasn't opened till naruto said all those things to neji in the chunnin exams he loves hinata very much but like the 3 blind mice even he can see that neji is a freak among the hyuuga's it also proves what Hiashi said that his brother should of lead the clan Hinata is not weak by any stretch of the imagination but Neji always has been and always will be stronger than hinata.

he's got a heart, and tough love is what he shows, in a way it's to help make the shy and timid Hinata stronger, most likely he acts Cold due to past event's like when his Brother died, most likely his wife, Hinata and Hanabi's Mother might have suffered a similiar fate due to her having a similiar persona to what Hinata has, we can go on with Theories as to why he appears cold to Hinata, but it's proven that he does indeed have a heart shown back durning the Chunnin Exam Arc. what fate has in store for Hinata though is yet to be seen..

He's been concerned about the old ways of the Hyuga clan and that Hinata hasn't been strong enough mentally to be the leader of the clan. However there's no doubt he loves his daughter and since the chunin exam he's open up some more and becomed less obsessed by the old ways of the Hyuga clan.
