Not going to happen, though ~ not without a cross-streaming deal with Funimation. DVD royalties are still worth a heap more dollars than streaming rights, and DVD dub royalties worth the most of all, so what Funimation is willing to dangle a DVD dub distribution license for, Funimation gets.
That may not be true. There are several series currently on Crunchyroll that Sentai Filmworks / ADV have licenced for DVD release. Koihime Muso being one of them. Also look at some recent streams. Lucky Star is licenced by Bandai, Bleach & Naruto are though Viz is memory serves. Sora no Otoshimono was licenced, Gundam 00, Neo Angelique, Eureka Seven, Omamori Himari, Hayate, Maburaho, Code Geass, Haruhi, Steel Angel Kurumi, Kurokami, Digimon, Queen's Blade, Saiyuki, and many others.
Blassreiter, Ikki Tousen, Linebarrels of Iron, Strike Witches, and Tower of Druaga are all current Funimation licences airing on Cruncyroll. Even some Funi titles are on theanimenetwork.com which was started by ADV I believe.
Point is Crunchyroll has the -possibility- of getting the Index / Railgun series among many others. And out of all the legit online streaming sites, Crunchyroll not only has the best quality, but the best bang for your $$$ if you subscribe. I can't stand Hulu and theanimenetwork.com is just slow and sloppy. If everything was confined to Crunchyroll I'd be a happy camper and more than happy to pay double what I do now easily.
