"World premiere" is typically used to mean it is the first time something has premiered anywhere in the world (so the location does not factor in), but as I doubt this has not been out in Japan, it still seems doubtful this was correct.
That said, as I understand, this is dubbed, so it probably is the world premiere of that version.
