Well Japan doesn't see young naked boys as a bad thing. Just like they don't find having a family bath together with young children is unordinary. I've seen a couple of other anime that show it too (like Dragon Ball) They're young and unmatured so theres no way it can turn sexual and people see naked babies all the time anyway.
Though, I have to admit as a non-Japanese person, clothes would nice some time soon. Especially if someone walks in on me watching it (awkwardness xD)
And why don't they try putting clothes on him? Well, consider what Beels reaction would be to that...

I'm not sure but in episode 11 they seem to have started strategically covering him up. Gonna need a few more episodes to confirm it but maybe they realized they might have a problem selling the series to North American market if they kept him hanging all out.

It's one of the things that make this anime so hilarious and cute!! The baby and Oga's relationship is what's making me enjoy this anime so very much; esp a straight anime.
I love that baby!! It's so cute!! Him being nude is fine!! He's baby!! It's cute!! the anime seems to not show as much of his 'baby wee-wee' now..
I mean, what does it matter..He's a nude baby!! it's adorable and cute!!!!

... I guess its pretty funny that his "thing" is just hanging out like that... But they shud really put some clothing on it (at diaper at very least)!! Oh well.. adds to the comedy

We did see baby beel in a diaper type thing and a swim tunks/suit and it didn't really seem to compliment the baby at all..HE'S SO ADORABLE..I LOVE everything about how he looks..His hair-color to how cubby/baby fat he is..So adorable!! YOU know the phrase: "just want to eat him up?" Well, that's how I feel when I watch and see the baby and Oga!! So cute together..

Spoiler Alert! Click to show or hide The Manga itself really kind of drives home that Beel just doesn't like pants. Right now him and Oga have swapped bodies. Oga as Beel is fully dressed, shirt pants the whole works. Baby Beel as Oga however....They are doing their best to force him to keep the pants on.
