I understand your woe, I too am angered by region restrictions. But it sounds like you're sending the blame the wrong way. CR has little to no control over the regions they're allowed to show stuff in, and CR themselves have not directly forced any sub groups to shut down. It's the companies in charge of producing and publishing these anime that control these aspects. In the case of this show, it is between TV Tokyo, Bandai Entertainment, and Animax Asia to tell CR where they're allowed to show it. The most CR can to is plea and wave around some money, but CR is still considerably young thus not rich.
