Because I tend skim read manga just to get the chapters over, so, far who could be considered the biggest villain in Fairy Tail? Similarly to how Madara and Pein represen the "CEO/Chairman" of the Naruto villains seen so far, who would be the villain of Fairy Tail villains?

True, but Zeref has become recent while Raven Tail is still lurking in the shadows. This leads me to believe that Raven Tail will be the final baddie in Fairy Tail. Of course, the current arc could simply be Zeref's awakening, or maybe Zeref will ally himself or even join Raven Tail in the future.

This being a Jump series, I wouldn't be half surprised if after Raven Tail there might be another enemy just as dangerous and more powerful then them. I think that at some point the disappearance of the dragons will become clear and possibly an entire race of extremely powerful "dragon tamers" will be formidable opponents to the dragon slayers of Fairy Tail. That would be crazy if there were wizards with the power to negate dragon slayer magic appeared. It would kind of be anti-protagonist, but it would be cool if Natsu ended up having no magical power to rely on in that arc. ^^

Zeref and Raven Tail the obvious choice, but I would have to go with Acnologia. It has already been revealed that the dragons are an important part to the series and it appears that they will be acting soon. Zeref likes Natsu and Raven Tail, well they have already got beaten by Laxus alone; the only one that's really suspicious from them is Ombra. Flare from Raven Tail has also apologized to Lucy on chapter 298.
