In this case, Japan gave the North American rights to Aniplex USA, and that's how Crunchyroll got it. So Crunchyroll would need a whole new contract to get rights anywhere else. Maybe it would be worthwhile pursuing it, but we have to understand that it would be a whole new contract, contract negotiations are not free and, as you say, the final decision is whoever is the rights owner. Crunchyroll can ask, but they cannot force a "yes" answer to the question.

Kaze might get it in Europe for their kzplay.fr in France and anime-on-demand.com in the UK/Ireland. No news yet, but its another week to simulcast, so they have time. If that is what is happening for England, it would suck that Kaze is not playing nice and working out a joint deal with Crunchyroll, but not really anything Crunchyroll could fix on its own.

You get every single other new simulcast that Crunchyroll does. Of course, it would be nice to get them all ~ if Kaze picks it up, email the responsible for communication at the Kaze sites, laurent@ kaze.fr and ask if Kaze has a position on whether they have the rights in Scandinavia and if they would be willing to negotiate with Crunchyroll for the Scandinavian season streaming.

Don't write that email yet, though, as far as I know, its still up in the air if it will be streaming anywhere in Europe ~ I haven't seen any announcements yet. And "people assume" has been wrong before.

That might be why ~ if the Asian licensor in the production committee is negotiating or expecting to work with Sony for Animax Asia, or some other big money player like that, its probably not going to be available to Crunchyroll.
