A certain Japanese "accent"

I have noticed that some anime characters (or perhaps their seiyu, I'm not sure which) speak in a certain way... for lack of a better word, I guess I'll refer to it as an accent. Basically, this particular "accent" involves a lot of rolled R sounds. One person I know speaks like this is Hidan from Naruto Shippuden... I think Grimmjow from Bleach spoke with trilled R sounds as well. I couldn't find an example of Grimmjow speaking with trilled Rs, but at the very end of the second clip, Nnoitra speaks with a trilled R.

Does this manner of speech have a name? Is it a regional thing? I've heard mentioned many times that character speak with a Kansai dialect or a certain accent (for example, Dondochakka from Bleach is said to speak with a yakuza accent).

I've noticed that Kon from Bleach speaks in this manner as well... I was hoping my post would bump this thread and hopefully generate some more responses. I apologize if that's not okay.
