They suck because even though people say they are so skilled they die like the first 10 minutes. If you put some chunin out there it would be a different story.

they suck because the peeps they fight are so overpowered they get reduced to Fodder, ie Orochimaru, Tobi, Kabuto, etc,

on a side note half if not almost all the people they fight are all former Anbu ie Orochimaru, Kabuto, Itachi, sadly Tobi might be a former Anbu

The important reason why Anbu sucks is because if they got the job done all the time, killed the main bad guys and stuff, there'd be no story. The kids, the main characters, would get no action and therefore they would fight better than the Anbu who would more realistically fight better than they do otherwise. As I see it, this kind of thing happens a lot, though some stories make them get owned more convincingly than others.
