Likely because they don't have the region restrictions database codes set up right. Go holler on the help forum and they should get the region restrictions database set up correctly. The announcement is vague on whether it's included in the Middle East or not, since people who are thinking physical geography might think all of the Middle East except Egypt is excluded.
