Its published by TV Tokyo, they are sometimes licensed to Crunchyroll for Asian streaming to premium members (eg, Kamisama Dolls), sometime not. The only seasonal simulcast free streaming to Asia last season was licensed by "Marvelous Entertainment".

As far as why no premium stream at least for this one, one possibility is Animax Asia has expressed interest.
