ahahaha well its a biggest question been in mind when i saw many of perverts while roaming on CR no one is interested in normal talks or anything most of are like adding and after first reply they starts showing what and which kind of they are....

Cool? I haven't ever observed anyone regard it in a manner like that. It is appropriate to be open about it per human nature and the good it does, however to 'want' to be seen in such a way is moreso weird. There's no special status associated. It would be like saying it's "cool" to eat food in a messy manner. That makes no sense, it can be distinguished from its opposite, but it is severely normal.

well there are people who are naturally perverted, they cant help it, and theres others that do it for attention. obviously the ones that want the attention are the uncool ones. but natural perverts like myself, cant help it, sometimes our ways amuse others. *gets back in 'free candy van' and drives off*

being a pervert could only possibly be seen as "cool" if you were an incredibly suave/sexy sleek person, other than that if you were just publicly and confidently a pervert without being either of the previous you come off as distgusting

"Pervert" is such a vague word. It can both mean that something is sexually strange or just a sort of behavior that isn't normal/common but not sick etc.
I'm not sure if many members of Cr are sexually strange in real life or not. Even if it was true i couldn't care less. It isn't illegal or anything.
Besides, you cant do such things on Cr anyway.
I think you lean more about the other meaning behind Pervert, that various things are uncommon or not "normal" in peoples thinking and behavior. In that case i can say i have seen a lot of Cr members being a little different from the way you would call some as "normal".
Take note that i haven't seen every Cr member there is, the chance for that to happen is very slim.
Sure, if you really analyse people deeply there is often one or a few things that make them special from the rest of people at Cr.
Still, there may as well exist people that doesn't behave or think in any way you would call "odd".
I think the fact that Cr is a part of the world wide webb and you can be anonymous, makes people more daring than in real life.
They can say many sort of things, as long it is within the rules on Cr, and the risk of them being found in real life is small.
Therefore they become more honest and let out their "true" feelings, ideas and so on. For the better or worse.
If you think about it, the subject sexuality is quite controversial and still not many dare to talk about it openly in real life these days.
Not strange if you feel a tad embarrassed at the same time. When it is like that it is quite natural that talks about sex/sexuality may move to internet forums like Cr instead. Although details in the subject are rarely used in order to protect peoples integrity and personal life.
If you really dont like people that talks about sex/sexuality or have uncommon thoughts, ideas, behavior then just avoid them or try to tell them you dont like such things and would prefer to talk about something else, like what they like to eat, if that is "normal" enough for you.

I myself is ok with peoples different ways of thinking and behavior. What i don't appreciate is unfriendly behavior, for example being very bad at answering pm's without a good reason or just dont care about anything you want to talk with them about. No matter what it is.

It is your own choice to select friends and things to talk about. Likewise which forum categories you like to spend your time in.
And remember, you cant force people to think and like the same things as you.

You are also referring to a biased group. Anime fans are likely to be more perverted because they are generally not very social outside their group. Second have you seen anime (ecchi, hentai, harem,etc...) what would make you think that wouldn't desensitize people to the idea of being a pervert.
