I usually decide on its premise and the if it is interesting enough ill read the first few chapters. To continue is whether or not the story is good and/or the art/deisgn is good. Also i look for the writer as sometimes their works(if ive previously read) would give it a chance.

I pretty much read the description and see if it sounds like something I like and then I look at the tags if it has any on the back of the cover sometimes they do and I look at the price to see if its worth that much to think i will like it

I have used the same criteria since always:

First.
Read the description, if it sounds interesting I will give it a try.

Yoshina Ageha is a high school student who offers to help people with their problems for 10,000 yen. He'll take care of your stalkers, find your lost animal, whatever you want. One day when he's heading home, a nearby pay phone rings, and he picks it up. The only thing he hears however is his own voice echoing. After finding a mysterious card with the word 'Psyren' printed on it, his life suddenly changes as he is drawn into a crazy new world.

Second.

Art isn't that important to me since most works have good quality these days.

Third and Last.
I don't normally mind the gender of the work as long as it's good, but somethings if I notice something weird, I check to see if is Yuri or Yaoi (Not a fan of those two genders).

Gender(S): Action, Adventure, Comedy, Fantasy, Mystery, Psychological, Romance, Shounen, Supernatural

I read the description and genre. If I like it, I'll read it. If the description doesn't provide much insight I'll look at the forums/read reviews to see if its any good.

I basically do with that. I'll read almost every genre, but different ones interest me more than others, so usually genre = priority of read.
If I dislike the art, I may hesitate to read it, which is kind of a fault - it took me a long time to read One Piece because of that.
But, the story is always the most important factor.

First - Look at the cover. You have to check the merchandise before you buy it =P
Second - Scan the first few pages and look for things that might catch your attention.
Third - Either drop it or keep on reading.

I recommend Noblesse.
