Alucard from Hellsing scared the crap out of me when a first saw him. Tomie from Tomie. She's really scary..... Mitsuhide from Sengoku Basara. He was weird...

Alois Trancy (Kuroshitsuji II) Kubo Shunko aka mysterious man (Moryo no Hako) Shimizu Megumi (Shiki) the girls from Higurashi were creepy at one point or the other especially Takano Miyo there are more creepy chracters.... xD
