sorry to bring other anime into this but i think they are all smart characters but comparing nami or bulma as lucy sure shes smarter and goku and luffy as natsu hes dumber but this is not the case since natsu can be really smart in certain situations and lucy can be really dumb when she is infatuated or you could just compare ellie to natsu in intelligence and haru and lucy but this is just general but their levels of inelegance are significantly affected by the given situation

Natsu is alot smarter during a battle and the way he adapts, you could say that Natsu thinks with his emotions more than anything else. And he may not have the brains but he has both the heart and spirit. Lucy easily has more book smarts than Natsu EVER will but he's definitely got more combat sense than she ever will too. Anyways Though I Hate To Admit It I Think They Are Both Smart But Just In Different Things.( Go Natsu~)

I think Natsu is way clever than Lucy it's just his character and stuff he does sometimes may make him not look smart while, Lucy is smart but she sorts of panic in situations and forgets what to do.
