Kabuto (white snakes) by far is the strongest, The resurrection tech is absurdly overpowered, and his own resurrection ability via takeover or DNA insertion.
If he ever did get a hold of the sharigan what's stopping him from doing Izanagi on the real Madara for a true resurrection then absorbing him.

The thing is that we'll never come with an answer to this question because we dont know everythig about the first hokages powers and we dont know everything about Madaras powers. So we cant really decide who is the strongest. Everyone just says the one they like and does'nt go after the facts. In my opinion it's between Senju Hashirama, Naruto, Itachi, Sasuke or Minato (The fact that Senju Hashirama defeated Madara means he is not the Strongest, and I'm not really saying that Madara is weaker than Naruto or Sasuke etc)
