Hashirama Senju, definitely. He had the power to control the Tailed Beasts. He was the one that helped the other countrys get control of a Tailed Beast to get a power balance. That is if i remember correctly, can be wrong.

Itachi Uchiha is by far the most knowledgable and resourceful ninja on Naruto. My point being In the last few years of his life he had possession of Yata Mirror, Shisui's eye (which held the most powerful genjustu and gave to Naruto), The Sword of Totsuka (Which he uses to kill Orochimaru), His all legendary Mangekyou sharingan (Which contained Amaterasu, Tsukuyomi, and Susanoo). He also uses his skill set and knowledge to single handedly influence major events all throughout Naruto, When he could've easily stolen his younger brothers eyes, kept all his arsenal, and overthrew Tobi

as of the current chapter i say its Uchiha Madara since he is now immortal and has unlimited chakra, the 5 Kage cannot defeat him and they look like weaklings while fighting him too

Wait, actual physical strength, or just lethality?
Naruto in his perfected sage mode has the most pure physical strength, as it was stated that he reached a level of sage mode even Jiraiya couldn't manage.
As for lethality, there are so many shinobi who can supposedly obliterate an entire village in one blast that it's hard to count them all.
