Just saying, skirts are pretty low on the priority list for most rapists.
Rape is usually more about vulnerability and exerting power over the victims, which provides that huge arousal and adrenaline rush, rather than physical attraction or aesthetically-appealing clothes.
Statistics-wise, if you put two women in a room with a rapist. One beautiful, well-dressed confident woman, and the other an average, plainly-dressed, shy/timid woman, the rapist will more likely go for the latter rather than the former because it gives him more of a power rush.

I probably can't comment on this best because I'm a guy so... yeah.
If wearing mini skirts is asking for girls to get raped, then the girls in my school are REALLY asking for it then. Yeah that reason doesn't make since at all. That'd be like me as a guy, everytime I wear basketball shorts I'm asking to get raped. It just isn't right.

I have a complaint. If they're asking for sex doesn't that make it consensual? So my question is this: How can they be asking to get raped? Asking for it kind of defeats the purpose of the act. Therefore no one can ask to be raped. However by garnering more attention by wearing flashy, or skimpy clothes they may attract the gaze of someone that wishes to force them into a sexual act. This is still by no means "asking for it". As I said earlier no one can ask to be raped(One can ask to be the subject of rough sex though).
In summation rape is rape no matter what situation the victim puts themselves into be it meeting someone on the internet, wearing skimpy clothes, or simply being in the wrong place at the wrong time. No means no, Ladies and Gentlemen and no still means no in like half of the worlds languages.

"Asking for it" is just a common expression for "bringing it upon yourself" or "deserving of it." Don't think the OP meant literally requesting it from someone, although you never know.
Kind of like the same mentality that someone is "asking to get hurt" by wearing a particular gang color in a gang-controlled neighborhood, or someone is "asking to get arrested" by driving drunk in a heavily-patrolled part of town, etc.
