Peacemaker Kurogane (granted, it's kind of subtle, but I though it was cute)
Inu x Boku certainly has the most satisfying anime romance I've seen yet, but you have to hold out to the last few episodes to get there.
Escaflowne is a shoujo, but you probably wouldn't notice, except that the main character is a girl. It has quite a bit of action. And mecha.

And if you're really desperate, there's all those "harem" animes, whose sole purpose is romance. Though they have their own problems, so I don't seriously recommend them.

About other suggestions:

Twelve Kingdoms has romance? Maybe I haven't watched enough to get to that part.

Fullmetal Alchemist: Brotherhood has a tiny bit of romance - so tiny that I wouldn't watch it JUST so I could see some romance in an anime. (Though it's an awesome series so you should watch it anyway)

Code Geass only has some incidental romance. Nothing from the main chara. though.

No. 6? If you're up for boy/boy romance.

Definitely those two... FMP is silly but it ends up being very romantic towards the end. I wish they'd animate the last stories so they could complete the cycle already. The Second Raid just didn't end on a very solid note for me... I just didn't like it very much... =P Tsubasa Chronicle is pretty romantic... and also a tad tragic if matters don't resolve themselves between Shaoran and Sakura. Personally, I'd like to see Tomoya and Kurogane resolve their hostilities with each other and become friends. They really need each other. But, then that's just the hopeless romantic in me. ~_^

In other series' let me think... um.... hmmm, why is this so hard to think of? I'm wracking my brain and nothing's coming to me... Maburaho is a good candidate, although it's also a pretty heavy harem anime series... As is Shuffle, but they ARE romantic and they ARE shoujo... just a tad on the more adult side. (especially Shuffle! ~_^)

Yes, that comes to mind, but if you've read what the person was asking, by 'shounen' they asked specifically for one w/ adventure & action, not romantic love comedy.

Once I gave it a little thought, I came up with the following. Criteria:
1. Must be mutual
2. Must build over time
3. Must be acknowledged by the couple AND by others
4. Must be resolved and not remain part of a triangle

Cage of eden the manga would work. It is really gory, but it is made very early on the main characters are in love with each other. Everyone that knows them more or less knows that they are in love with each other. They have no idea about the other though. It is somewhat important to the plot, there are characters that like the individual main characters, but it is not really a triangle and not a harem at all, more guys than girls.

Inu x Boku, atleast if you're interested in a BDSM, topping from the bottom sort of thing. The manga makes their dynamic more obvious. I find it rather engaging, but I can be a little weird. It's definitely shounen bordering on seinen.

If you can tolerate harem, Linebarrels of Iron is romantic with a little ecchi. I couldn't stand the main character, personally.

CLAMP, and the artwork is gorgeous - especially in the manga.

Dusk Maiden of Amnesia started playing recently. On the surface it's playful, but it's actually quite tragic.

no. 6 has romantic twinges to it (more seinen). I wouldn't call it yaoi...just a little gender-bending.

Code Geass? I've seen that and everyone who is not horribly murdered at the end of the series gets royally screwed. Romantic? Not really.

When it comes to Linebarrels, the main character DOES have an attitude problem, I do agree with you on that, but he DOES straighten up in the end. The only problem is neither of them commit to each other even at the end of the show which is really sad. I would've liked to see them at least try to admit to each other that they were in love with each other for crying out loud! ~_^ BTW, did they ever give him his life back is he still technically dead?

CLAMP is definitely one of the best places to go for shojo romance. PERIOD. Although Yuu Watase's pretty good too. Fushigi Yuugi's great for that. ~_^ Even if Miaka is a ditz. ~_~ If you ask me, Tamahome would've been much better off with Yiu, but that's me. I felt much worse for her than Miaka for some reason, call me crazy if you will but at least she didn't have her world turned upside down. Yiu's did.

It shouldn't have turned out the way it did. But it wasn't Miaka's fault... at least not completely. She shouldn't have blamed her for everything like she did. She got a lot of bad influences from the dark side of the Force. Did Yuu ever write a story about what happens to her afterwards? THAT might be an interesting read. I mean, we ALL know what happened to Miaka but do we ever find out what happens to Yiu?

That's a fun series I never got to finish. I didn't really care for the hero though, but the premise is a pretty good one. He was a jerk who didn't deserve anybody. His head was way too far up his arse to see straight.
