One show that used it way too much, I think, was Freezing. It was almost like it went out of it's way to show it.

Seriously though, if you happen to be a watching an anime with too much fan service, I doubt you're watching it for the plot in the first place.
I mean, don't like the fan service? Watch something like Monster instead.

When they're using it to cover up the fact that the series has little to no storyline.

When the plot becomes secondary to it, then its too much. To wit; the Rosario + Vampire anime series. The manga is incredibly good, the anime, well, you could make a drinking game of it.

Take a shot for every minute without a panty or boob shot, if you tried to do it the other way around you would succumb to alcohol poisoning after the first episode...

When it becomes gratuitous and/or when the plot is just an excuse.
For example, the Kanokon manga and to a slightly lesser extent the anime.

...considering the site upon which this thread is posted...and the subject of "fan service"...it is automatically assumed anime or manga...now...the question I asked was of your level of what you considered it to be porn...everybody's viewpoint is different...I know a couple people who believe a mild dosage of fan service would be considered pornographic...as well as the opposite end of the spectrum a few people who think going to the "Donkey Show" in Tijuana is just good clean Friday night fun...

If the show is nothing but fanservice and you enjoy watching it then there's no such thing as too much.
Shows can have no fanservice as well and be enjoyable because there's a cool story and cool characters.
So I don't think there is such a thing as shows that distract from a good story because it has fanservice, it's all relative.
If that was not the case, then by the same token a person who wants to watch fanservice but there's too much story and character development might say it's distracting to his or her fanservice enjoyment.
