What does it mean to LICENSE an anime or a manga???And yes... I've already googled it, but still couldn't find anything!!

The answer you seek cannot be summarized adequately in few words. Try Wikipedia and type "Licensed Anime". It will redirect you to Anime Industry. Some of the answers to this question might be answered. Google is like Bing app: good at some things, sucky on others.

Funimation licensed One Piece. They paid money upfront and fees for each sale to the Japanese producer of One Piece.

Now Funimation has limited rights to distribute One Piece (usually sell or stream) in countries they bought rights for.

Funimation now can prosecute anyone distributing One Piece without permission from either the Japanese or Funimation itself within the country stated in the contract.

The Japanese company will however have universal rights over any territories under the copyright law treaty (usually the reason why you see some videos removed from youtube) which affects most countries. Except China and others. I've never seen them give full rights to anything, even to their affiliates like the old Geneon.
