According to this thread, if it's a good anime that your average anime newbie who's seen less than 10 titles hasn't heard of, it's underrated.

Anyway:
Pale Cocoon
Angel Densetsu
Death Billiards
Humanity has Declined
Sky Crawlers
Blue Gender
Denpa Teki na Kanojo
Master Keaton
All of Tezuka's works that aren't Astro Boy and Black Jack.

Most of these are just good anime but there are a few masterpieces in there.

Incredible, incredible series. Also, the books (not mangas!) are brilliant! Lord of the Rings/Narnia/Game of Thrones feel when you read them.

Has the best of -

- SERIOUS character development (Think the main character is useless and annoying? Just you wait...)

- Characters with real personalities (No forced moe crap or fake cuteness here! *cough Clannad cough*)

- Intense, deep storyline (And interweaving, interconnecting plots.)

- Different storylines and point of view (Focuses on a lot of different characters, their relationships to each other, and their countries.)

- Shows the actual struggles of being a ruler of a kingdom (Despair, anger, murderous plots, failing to do what's right...)

- Political fantasy ( In every possible way.)

- Incredible mythology (Borrows a lot from Chinese mythology.)





Others I'd like to mention are:

Saiunkoku Monogatari
- Somewhat like the 12 Kingdoms, but with a lot of well done romance, and more magic. Also far more funny. Has two seasons, but the first season is far better. Based on a series of light novels, now adapted to a manga. Sadly, it has a HORRIBLE ending.

Revolutionary Girl Utena - Older, but seriously brilliant. Made by the same people who made Evangelion so yup. Expect symbolism, an allegorical and metaphysical storyline - and a lot of brain fuck moments.

Adolescence of Utena - Anime wasn't screwed up enough for you? Check out the movie. I'm not sure what the creators were smoking when this popped into their minds.

Baccano Fantastic stories, realistic characters. Amusing, very well written and so out of the ordinary! Want an anime mafia? This is for you.

Princess Tutu This anime totally deconstructs the magical girl prototype anime - reminds me of Puella Magi Madoka Magica in a way. This anime is funny and cute, but gets darker, sinister, twisted and strange as it goes on.

Hmmm, I'm not sure. I would agree with the people who said Gosick (Sherloli Holmes) needs more publicity, but other than that...I guess Higurashi (probably, I never actually finished Kai), I would LOVE to see Welcome to The NHK be MORE popular though I'm not sure it has a place as an 'underrated' show, Jormungand was pretty great and no one seems to be talking about it....Hmmm...

Ah, I got it. The Battle Royale series that never happened. I don't know HOW it never happened, but no one is giving that praise, so that.

I don't know if other people realize this, but if you have seen the show on peoples top ten lists, its probably not underrated.

Can we have no more Angel Beats, Clannads, Ao No Exorcists, no Toradoras?

I would say Chrome Shelled Regios . It's an anime based on a light novel.

The setting is somewhat post apocalyptic except that everyone lives in moving cities called regions. I would say that is is a mix of sci fi and fantasy. It's honestly hard to describe, but worth checking out.

Personally, I feel Sankarea is a very underrated anime. It feels like it's dismissed too easily for being the genre (or genres) that it is. It has
good animation and art, a good soundtrack, and the story is magnificent.

I think a lot of people don't understand the concept of underrated. Stuff like Clannad or ToraDora cannot be underrated since they are highly rated in any english language website specializing in anime, be it CR, MAL or ANN.

Underrated in my opinion:

The Crest/Banner of the Stars saga. An absolutely brilliant space opera with great characters, dialogue and a very well fleshed out world.

Megazone 23. If there wasn't a Megazone 23, there would have been no Ghost in the Shell.

More recently, I'd say Shiki and Arakawa under the Bridge are very underrated.

Overrated is easier to do than underrated, because it's often really hard to tell the difference between 'underrated' and 'just so long in the past that nobody talks about it anymore.

Like I find it weird that Haibane Renmei is like never discussed or referenced among the great shows, but I think that it's just because it's ~10 years old and is generally accepted

Hmmm, alright, I'll step up to the plate.

>Texhnolyze: A great sci-fi action series with dark over tones, and enough psychological and philosophical bits and pieces to make Lain look Straightforward.

>Monster: A Naoki Urasawa masterpiece about a doctor who puts it upon himself to apprehend a patient he saved who turned out to become a murderer. It has its following, but mainstream anime fans unfortunatly know little about this one. This on is going to be made into a live action TV show though, so maybe its popularity will boost soon.

>Kaiji: A fun show about gambling with the Yakuza. Lots of comedy and lots of "HOLY SHIT DID THAT REALLY JUST FUCKING HAPPEN" moments.

>Little Busters!: Despite being a Key VN adaptation by Kyoto Animation, most Clannad, Kanon and Angel Beats fans seemed to pass this one up. Personally I think it is the second best Key VN adaptation only behind Clannad

>You and Me: All I can say is that this is Slice of Life at its finest.

>The Place Promised in our Early Days: My pick for Mokoto Shinkai's best film. Don't get me wrong, Voices from a Distant Star and 9 Centimeters per Second were good, but The Place Promised in our Early Days blows those two out of the water.

>Patlaybor: The Movie: I have never seen the TV series or the OAV's, but Patlaybor the movie is one of my favorite anime movies of all time, and is my favorite Mamoru Oshi movie (and thats saying a lot because I REALLY like Ghost in the Shell)

>White Album: Like You and Me, this is Slice of Life at its finest.

>Interlude: A pretty cool stand alone OAV series. Lots of horror elements and mystery. It does fall apart in the later episodes, but it starts out really good, and I still recommend checking it out.

Now and then, here and there - Deceptive in its soft character designs that lull you into the sense that this is a children's show, but uses that aesthetic to soften the adult, and very traumatic themes it presents. I must warn though, that it is emotionally devastating - I actually ran out of tears from some of the episodes, it is some heavy stuff.
