There have been simulcasts that have started a week late, but released the first two episodes without a delay. As to why Dog Days is late, I would guess that doing a package deal which gave them streaming rights to both seasons with one contract would be more complex that a normal simulcast contract and thus it could have taken longer. I am very happy that Crunchyroll has said that it will stream both seasons. Crunchyroll is really showing that they're the best legal streaming site for anime.

(My Little Sister Is Among Them!) Joshiraku Tanken Driland Ebiten (which doesn't premiere until July 14)

But I think that was more of a "A new season will be coming out" and people complaining about how bad anime gets a second season and good anime don't. Anyway, I like Dog Days, so I will be watching this. (Just not on Crunchyroll. Sorry, it's a subtitle/translation preference. I just prefer "Shinku" over "Cinque", and other minor little details/differences.)
