Well, I haven't seen everything, and I can't watch some shows from the UK, but my favourite ones that have finished airing are:

Chihayafuru
Hayate no Gotoku
My Ordinary Life
Squid Girl (first half)
Pale Cocoon

in that order. There looks to be quite a lot of good stuff that's currently airing, too.

The best 5 that I have seen here are:
1) Puella Magi Madoka Magica
2) Hanasaku Iroha
3) Gosick
4) Shugo Chara
5) Another

With that in mind, I am currently watching Anohana, and I have yet to see Gankutsuou and Usagi Drop, all of which are supposed to be very good.

The top shows on CR, from my perspective:

1. TIE: Otome Youkai Zakuro and Gosick

These two shows are fantastic period pieces with totally different moods, but a common thread of romance and very special heroines to tie them together. Two of my all-time favorite shows!

3. Mysterious Girlfriend X

This show is not for everyone, partially due to the level of eechi content but mostly due to the basic premise:

Boy meets girl, boy tastes girl's saliva, boy becomes lovesick and must have regular doses of her drool in order to keep from being sick, falling in love is inevitable...

However, if you have the intestinal fortitude to handle the drool exchanges, what you will find underneath the slimy coating is a quirky, slightly kinky, occasionally outrageous, and ultimately very, very sweet and unique romantic comedy. There are two key features of this story that make it so unique. First is the characters, the leading lady, Urabe Mikoto, in particular. She is in a class by herself when it comes to romantic comedy heroines! The second is the way the relationship is presented. Most romantic comedies lead up to the final payoff where the couple that belongs together but just can't quite figure it out for themselves until the end finally confess, embrace, and, if we're lucky, kiss. In MGX, that isn't how things work. Instead, all of that will they or won't they junk is done at the end of episode 1! By then, he has confessed his love (in a way that is truly his own), she has accepted,
and they spend the rest of the show learning about each other and growing closer as a couple, as well as maturing as individuals. This is territory rarely ventured into in anime. Sure, Clannad after story did this somewhat, but they kind of did it both ways.
MGX covers that wonderfully confusing stage of a relationship when you don't really know how far you will go together and aren't really certain of how to go about being a couple. Watching Urabe and Tsubaki grow closer together and become more closely knit as a couple is so much fun! As a romantic comedy, it is a breath of fresh air.


4. Ano Natsu de Matteru (Waiting in the Summer)

Right behind those three on my all-time favorite list is this wonderful little pentagonal romance! I love the characters, the romance, the science fiction story, and the amazingly sweet ending! (You have to watch all the way to the end!)

5. Puella Magi Madoka Magica

One of the most astounding, mind blowing shows I have ever seen. It wasn't even on my radar until I read the ANN preview guide reviews that suggested watching it just for the surrealistic art, then episode 3 hit and the magical girl genre changed forever!

6. Hanasaku Iroha

One of the sweetest slice of life dramas around with art so breathtaking it is hard to tell it isn't photographs! Beautiful, heartwarming, funny, and with an extremely satisfying ending.

7. TIE So Ra No Wo To (Sound of the Sky) and Bodacious Space Pirates

Whether you like stories about a distopian future or a more optimistic future, one of these two shows can satisfy you!

Sound of the Sky seems to be your typical "cute girls doing cute things" moe-blob, until you notice the consistent, underlying sense of loss and melancholy that pervades the entire show. The best part about it, is that it is hardly ever explicitly mentioned, but that underlying sense of what humanity has lost influences nearly every relationship and story aspect, from the exquisite background scenery to the spider-shaped tank the five main characters are trying to refurbish. Of particular note is the special episode "Horizon of a Dream", which was released as an extra with the DVD and is one of the best episodes of the series, detailing more about the world and leaving tantalizing hints at what could be done with another season of this wonderful story, which will probably never happen.

Bodacious Space Pirates presents a much more optimistic view of the future. With a title like this, one would expect a lot of bouncy bubble breasts and vapid stories that serve more to titilate than engage the brain, but they would be very wrong! It is a very fun, well written show with a great plot and fantastic characters, especially the two leading ladies, Marika and Chiaki. The show takes its time to develop the world, characters, relationships, and plot lines and does it extremely well! There is more to look forward to from this gem, as well. A movie was announced right after the series finale.

9. The Melancholy of Haruhi Suzumiya

Haruhi is Haruhi! What more do I need to say!

10. TIE: Hourou Musuko Wandering Son and Usagi Drop (Bunny Drop)

These two slice-of-life dramas, while totally different, are both about as well done as a drama can be.

Wandering Son lets us peek into the lives of a pair of trans-gender pre-teens as they deal with a world that sees them as something other than what they seem themselves. Puberty is hard enough, but it is much harder if you feel you are a woman but the world sees you as a man or the reverse. This show deals with this difficult topic with care and respect, never trying to sensationalize or marginalize the characters. It is wonderfully done!

Usagi Drop tells the story of a 30 year old salaryman who takes on the challenge of raising his grandfather's 6 year-old illegitimate daughter when the rest of his relatives are unwilling to deal with the situation the right way after finding out about her at the old man's funeral. The story is heartwarming, life affirming, and wonderfully sweet!

I'm sure there are more, but these are the must-see shows, in my opinion!
